General guidance
General rules: Reconciliation of building violations and regularisation (Law 187/2023)
These are the rules for this kind of request as stated in the law and in official and published sources — not a replacement for the district’s catalogue entry above. Details can differ for your request; check with the district before you apply.
How to apply
- 1Pay an examination fee not exceeding EGP 5,000 and a good-faith deposit not exceeding 25% of the reconciliation amount, then submit the reconciliation application to the competent administrative body (Art. 6).
- 2The applicant receives a certificate of filing showing the application number, registration date and attached documents (Art. 6).
- 3The technical committee reviews the documents, including an engineering report on structural safety and the applicant's declaration, and finishes within three months of a complete application (Art. 7).
- 4Pay the remainder of the reconciliation amount within sixty days of notice of the committee's approval, or in instalments over no more than five years (Art. 8).
- 5The competent authority issues the decision accepting reconciliation and notifies the applicant; it has the effect of a licence (Art. 9).
- 6The administrative body notifies the utility bodies of the acceptance within fifteen days; the applicant may also apply to them directly (Art. 10).
- 7A grievance against refusal or against the reconciliation amount may be lodged within thirty days of notice; the grievance committee decides within sixty days (Art. 14).
Conditions
- Reconciliation is possible for building violations committed before the law came into force that do not impair the building's structural safety (Art. 2).
- Restricted cases include exceeding height limits under the Civil Aviation Law, provided air navigation is not affected and the ministry responsible for civil aviation consents (Art. 2(6)).
- Reconciliation is prohibited for works impairing structural safety, building on antiquities or Nile-protection land, and changing the use of parking spaces (garages) (Art. 3).
- Applications are filed within six months of the executive regulations taking effect, extendable for periods totalling no more than three years (Art. 6).
- An application lapses six months after the filing certificate is received if the documents are not completed (Art. 6).
- Reconciliation may only be accepted once all existing unfinished facades have been painted; villages and their hamlets are exempt (Art. 9).
- Reconciliation is refused or voided on non-payment within sixty days, failure to pay two instalments, alteration of the reconciled works, or false documents (Art. 12).
