General guidance

General rules: Public premises (shop) licences (Law 154/2019)

These are the rules for this kind of request as stated in the law and in official and published sources — not a replacement for the district’s catalogue entry above. Details can differ for your request; check with the district before you apply.

How to apply

  1. 1Upload only the national ID card and the ownership or lease document when applying via the Digital Egypt platform.
  2. 2Obtain an instant licence via QR code / a temporary operating permit allowing the activity to start.
  3. 3Inspections and approvals by the competent bodies take no more than three months; no response within that period counts as implicit approval.
  4. 4The licence is sent electronically to the citizen.

Conditions

  • Premises in unlicensed buildings receive temporary licences ending at the end of 2027, under Article 3 of the Public Premises Law.
  • A public premises licence may be cancelled if the premises are removed or moved, or if the licensed activity is changed without a licence (Art. 25).
