General guidance
General rules: Reconciliation of building violations and regularisation (Law 187/2023)
These are the rules for this kind of request as stated in the law and in official and published sources — not a replacement for the district’s catalogue entry above. Details can differ for your request; check with the district before you apply.
Conditions
- Reconciliation is possible for building violations committed before the law came into force that do not impair the building's structural safety (Art. 2).
- Restricted cases include exceeding height limits under the Civil Aviation Law, provided air navigation is not affected and the ministry responsible for civil aviation consents (Art. 2(6)).
- Reconciliation is prohibited for works impairing structural safety, building on antiquities or Nile-protection land, and changing the use of parking spaces (garages) (Art. 3).
- Applications are filed within six months of the executive regulations taking effect, extendable for periods totalling no more than three years (Art. 6).
- An application lapses six months after the filing certificate is received if the documents are not completed (Art. 6).
- Reconciliation may only be accepted once all existing unfinished facades have been painted; villages and their hamlets are exempt (Art. 9).
- Reconciliation is refused or voided on non-payment within sixty days, failure to pay two instalments, alteration of the reconciled works, or false documents (Art. 12).
